The working solution for T4 DNA ligase should contain ATP and salt. In you ligation reaction, PEG and TE buffer could not activate T4 DNA ligase for connecting the vector ans the insert. Try to add 1 ul of 10 x T4 SNA ligase buffer (NEB) for ligation.
